Billy Stark
Billy is a Town Planner and Recognised Practitioner in Urban Design with over eight years of public and private sector experience across Scotland and Wales. Operating at the dynamic interface of transport, planning, urban design, and regeneration, he leads complex projects from initial concept through to final delivery. His work is driven by a deep passion for placemaking and a steadfast commitment to delivering place- and landscape-led solutions that enhance community health, inclusion, and wellbeing, with the ultimate goal of making places better for everyone.
He possesses experience developing masterplans, design codes, public realm designs, and detailed landscape proposals. Beyond direct design delivery, Billy frequently supports local planning authorities by providing specialist design input and guidance to inform statutory planning determinations. A collaborative project leader, he excels at balancing creative design with rigorous client-side management to overcome complex technical challenges and deliver high-quality, sustainable environments.
As a fluent Welsh speaker, Billy utilises his bilingual skills to foster deeper community engagement and strengthen collaborations with both the public and professionals across the job.
Outside of work, He enjoys going for yomps across the National Parks, dragging his dogs and wife as he goes; watching rugby when he can carrying his Scarlets season ticket with him wherever he goes.
