recommendations are thought to include

- tax on out of town parking

- national market day

- easing restrictions on night-time deliveries - which will raise interesting legal issues - including the case of Gillingham Borough Council v Medway (Chatham) Dock Co Ltd [1993] QB 343  and rights to property and family life under Article 8 of the Human Rights Act.

- favouring town centre locations for new retail development and restricting out of town.
