Urban Designer - North West Leicestershire District Council

Since 2008, our Council has invested considerable time and effort into improving design quality across our District. Home to East Midlands Airport and a new strategic rail freight interchange our existing settlements are going to continue to grow as employment opportunities increase. Our principal settlements are Coalville, Ashby de la Zouch, Measham, Castle Donington and Kegworth – with charming villages and hamlets in between. In a little over ten years, we’ve transformed the design quality of new developments across the District. 

Our Planning and Development Service is seeking a new urban designer to work within our busy development management team. Your case load would comprise largely of volume house builder applications – sustaining significant annual new house building rates required under our Local Plan You will work on applications of various types and scales including our major settlement extensions at South East Coalville and Money Hill, Ashby de la Zouch. Your case load would also include major commercial/industrial/leisure developments across the district.

The Council is exploring how it might procure urban design services from October 2019 and is considering a consultancy option or the potential of recruiting a new full or part time employee.

Perhaps you are an existing urban designer working for a local authority elsewhere in the country – and interested in relocating to Leicestershire? Perhaps you are a newly qualified urban designer and looking for an opportunity to put your talent to good use? If so, we’d be pleased to hear from you.

If you are interested in providing services to us, we are looking for at least two days support a week (15 hours a week), based in our offices at Coalville.

In summary, we require: 

Essential:

  • A qualified urban designer (already or able to become a Recognised Practitioner in Urban Design).
  • Knowledge of development management practice. 
  • Enthusiasm and team working.  

Preferable: 

  • Experience and knowledge of working within a busy development management team, with a proven track record of securing high quality outcomes through the application of policy, pre-application negotiations, decision making, utilisation of conditions and monitoring. 
  • Experience of engaging developers and Elected Members with the design agenda.

If you are a consultant, we would expect an indicative day rate to be provided, inclusive of all expenses you would expect to incur (excluding site visit mileage that would be paid at HMRC rates. Post holders would receive free parking at the Council Offices). 

The responses we receive will inform whether the Council will advertise a position for a new post holder or whether it will initiate a quotation/tender process.
